Definition of terms
Functional Behavioral Assessment (FBA):
a systematic process that is used to determine the function that a student’s behavior is serving for the student and involves examining the relationship between a student’s behavior and the environment in which it occurs.

Positive Behavior Supports (PBS):
a set of practices used to organize environments and experiences for students in ways that facilitate the student’s successful engagement with others and with the learning process.

Behavior Intervention Plan (BIP):
a plan, developed by a team, that delineates emotional, social and/or behavioral goals for an individual student and the steps that the school, student, parent and/or others will take to positively support the student’s progress toward those goals.

Relationship
between these processes and the Individual Education Plan (IEP):
FBAs or BIPs are reflected in separate documents such as evaluation
summaries that parallel other evaluation reports or intervention
plans that parallel a teacher’s plan book or a providers’
clinical plan. Although these documents are not intended to be attached
to the IEP, elements of them are embedded within the IEP. The IEP
reflects the elements of FBA, PBS or BIPs within such sections as
Strengths and Needs, Present Levels of Performance, Annual Goals,
Short Term Objectives, Supplementary Aids and Services, Modifications
and Accommodations, Support to School Personnel, and Special Education
and Related Services.
