The Office of Special Education Programs

The Federal Interagency Coordinating Council
The FICC will assure that all children ages zero to eight with or at risk for developing disabilities and their families benefit from an integrated, seamless system of services and supports that is family centered, community based, and culturally competent.
National Association of State Directors of Special Education
Dedicated to continuously improving educational services and outcomes while ensuring a balance of procedural guarantees for children and youth with disabilities and their families. NASDSE provides support to all states and territories in the delivery of quality education to children and youth with disabilities through training, technical assistance, research, policy development and the development and modeling of collaborative relationships with other organizations and all constituencies.
Federal Resource Center for Special Education
The FRC and six Regional Resource Centers make up a nationwide technical assistance network to respond to the needs of students with disabilities, especially students from under-represented populations.
The Northeast Regional Resource Center
The Northeast Regional Resource Center (NERRC) is one of the projects of Learning Innovations/WestEd. The Northeast RRC is one of six Regional Resource Centers in the US. The Regional Resource and the Federal Center (RRFC) Network is one of the technical assistance projects funded through the US Department of Education, Office of Special Education Programs (OSEP). The Northeast RRC's activities are authorized by the Individuals with Disabilities Education Act (IDEA).
The Northeast RRC and other Regional Resource Centers (RRCs) help State Education Agencies (SEAs) improve their systems of early intervention, special education, and transition services through the development and implementation of policies, programs, and practices to enhance educational results for children and youth with disabilities. Our primary clients are the State Departments of Education in the eight Northeastern states.

National Dissemination Center for
Children with Disabilities
The National Dissemination Center for Children with Disabilities offers information about specific disabilities, early intervention services for infants and toddlers, special education and related services for children in school, resources and connections in every state, individualized education programs, parent materials, disability organizations, professional associations, education rights and what the law requires, transition to adult life and much, much more.
No Child Left Behind Act:
United States Department of Education No Child Left Behind Act of 2001. Reauthorization of the Elementary and Secondary Education Act Legislation and Policies Website. On January 8, 2002, President Bush signed into law the No Child Left Behind Act of 2001. The Act is the most sweeping reform of the Elementary and Secondary Education Act (ESEA) since ESEA was enacted in 1965. It redefines the federal role in K-12 education and will help close the achievement gap between disadvantaged and minority students and their peers. It is based on four basic principles: stronger accountability for results, increased flexibility and local control, expanded options for parents, and an emphasis on teaching methods that have been proven to work.

AASA is a new online resource focused on the No Child Left Behind Act. AASA has searched the Internet and compiled useful tools, helpful resources and proven best practices to provide visitors with a one-stop resource for ESEA implementation.

National State Policy Database (NSPD)
A collaborative project of the National Association of State Directors of Special Education and the Regional Resource & Federal Centers network. This work is funded in part by the U.S. Department of Education, Office of Special Education Programs (OSEP).
The NSPD currently holds state department of education rules and regulations for Special Education.
