Support to Local Education Agencies
The
Rhode Island Technical Assistance Project (RITAP) at Rhode Island College
provides technical assistance and training in specialized programs and
projects, including the services of a Medicaid Coordinator. The Medicaid
Coordinator is available to provide training and technical assistance
to Local Education Agencies (LEAs), which include school districts and
public charter schools, about accessing Medicaid funds for certain services
provided to students with disabilities.
Medicaid is a Federal/State program overseen federally by
the Centers for Medicare and Medicaid Services (CMS) within the United
States Department of Health and Human Services and administered by
the Rhode Island Department of Human Services in Rhode Island.
Since Rhode Island General Law 40-8-18, was enacted in 1992,
Rhode Island LEAs have been able to enroll as Medical Assistance providers
with the Department of Human Services.

Key provisions of RIGL 40-8-18 include:

Enrollment as a provider is voluntary |

LEAs include school districts, regional school districts, Public
Charter Schools, the Regional Educational Collaboratives and
the Metropolitan Career and Technical Center (The Met) |

Payments made to LEAs shall be used solely for educational
purposes |
. |
|
Federal funds must supplement, not supplant, local maintained
fiscal effort to support education |
. |
|
LEAs must comply with all provisions relative to the responsibilities
of a Medicaid provider pursuant to Title XIX of the Social Security
Act |

|
LEAs provide the local/state match for federal reimbursement
of direct services by certifying their local funds on a quarterly
basis |
Enrolling as a Medicaid provider enables LEAs to submit claims for
certain services provided to students with disabilities. These
services include: physical therapy, occupational therapy, speech
and language therapy, counseling services, nursing, personal care,
assistive technology devices and assistive technology services. For a

LEAs submit claims for reimbursement to the fiscal agent
for the Department of Human Services and are reimbursed for all claims
approved. The Medicaid Coordinator at RITAP creates reimbursement
reports each quarter for the direct services approved for each LEA
and for any administrative claims processed in each quarter. To access
